As an example, a driver might be driving downhill and the speed limit may change by 10-20 miles per hour. If this occurs, the driver can't safely stop without applying much pressure to one's brakes. Most drivers will slowly put on their breaks, but then find out that a cop was waiting for this very event, and then get a speeding ticket as a result.
