You have already taken the first step towards a great friendship or relationship.
This unfortunately is not always what is going to happen. She may be otherwise engaged, or have her own reasons to decline your offer to chat. The fact that you tried is great, and you should do so when you find a woman that you meet her eyes across a room, or a street.
